but I think that we have tough regulations now for these puppy mills and scrupulous pet owners should be more informed about these issues..besides, how do we control this type of human behavior...we need licenses for everything (pass exams etc) but we don't need any for raising kids nor pets...

yes of course, such a pet owner's licence is discussed here now and the regulations might be tough, but greed is stronger (and here in Europe we're surrounded by countries where no regulations nor control exits
and for raising children I'd also vote for a licence
