Can I use 4M urea buffer in DEAE chromatography? Will the urea interfere with the protein binding to the resin?
Another question, it seems the phospholipids can bind to DEAE resin, is this normal?

Yes, 4M urea should work for your chromatography. That is commonly used in the purification of proteoglycans.
I believe a number of phospholipids are negatively charged so they would have an affinity for a cation like DEAE.
