iam not very sure about that but intervening sequences may be sequences between two genes (intergenic regions)

Genes consist of two major types of sequence Introns (intervening sequence) and Exons, introns are the non-transcribed sequences between the exons, which are the coding regions of the DNA and hence are transcribed.

bob1 is right. They were called intervenig sequences due to their key role during the splicing process.
