what is the "tailed primer and taq primer"?

and what is the function of them?

A tailed primer contains at the 3' side, the sequence of the gene you want to amplify, the tail is at the 5' end is you use the tail to introduce sequences to the amplified product, bit it restriction sites for sticky end cloning, Att sites for recombination and the like.

as for a taq primer, i am not too sure, haven't heard of it before. maybe it's a primer that introduces a TaqI site into your amplicon

I agree with the definition Nick gave for tailed primer. I haven't heard of taq primers neither. You may refer to "tag primers", which I would guess are the same as tailed primers. I'm not sure, tough.
