What are the features of fluorescence determination of DNA concentration that contribute this technique more specificity than absorption spectroscopy?

I take it you mean fluorescence quantitation using a dye such as SYBR green? Such detection is more accurate than absorption quantitation because certain contaminants could give rise to an abberent quantitation of DNA. RNA and phenol contamination can inflate the actual amount of DNA as measured by absorption.
Fluorescence however, binds to DNA specifically and quantitatively giving a more accurate measurement of DNA concentration. Contamininants have little affect on the measurement.
