how to predict pre-miRNA and target - (Dec/18/2008 )

hi, i am a freshman in miRNA research. I would like to ask some questions.

I get some new miRNA sequences by clonging, if there is no whole genome sequence of the species, how to predict their pre-miRNA sequences and targets.
