How did someone get a promotion to prinicipal fellow? - without a lab nor a grant (Oct/02/2008 )

Just wondering...

How did someone, who has no lab and no grant, get promoted to prinicpal fellow from senior research fellow?

This person did have a lab and a grant three years ago.

This person now gets a grant.
