I have never seen it. Biochemical explanation I cannot provide, but from the practical point of view I believe it means that you should not use that sample.

I know that DNA purity can be estimated from the A260/A280 ratio.
An A260/A280 ratio between 1.7~2.0 generally represents a high-quality
DNA sample.
