One of the several ways:
Press Links on the righmost upper corner of mRNA link page, opens menu, click map viewer, wait for a while, click download/view seq, click Display, that is your genomic sequence, cut and paste in a text file or your sequence manipulation package.
Now, do blast two seq usign this genomic seq and the full length mRNA seq, the seq immediately before the mRNA seq is your promoter.
You have to play around with all these pages to get max idea of possiblities.
