What kind of vector is pCS2-flag vector. Can it be used to overexpression a gene in mammalian cells/ stable transfection?

To answer your question go to Addgene. You can find a lot of info about vectors in that database.

As it says there, the vector pCS2-flag is a Bacterial expression vector.

I do not know if the pCS-flag vector you are referring to is the same as the pCS2+ series, but if so, then yes, they are suitable fore expression in mammalian cells. It contains the CMV promoter.
