Is it possible if you transform a restricted plasmid and one can get a colony???? in Ecoli cells

Short answer: yes, there is a chance that some of the plasmid will remain undigested and there is also the possibility of self-ligation.

but if the linear part is gel eluted then and that clean, linear plasmid is used for transforamtion with out any ligation mixture???

Potentially some self ligation, but the chances are quite low.  Having said that, in most transformations you will be adding billions of molecules of DNA to millions of cells, so the chance that one will come through might be higher than I would have expected.
