is it silica or cellulose acetate
Depends on the kit - Promega's wizard kits had diatomaceous earth (essentially silicon dioxide) as the filter, but other kits use formulations of glass. I don't know if there are any that use cellulose acetate, but there could well be.

Those are filters. I don't think they bind DNA effectively. You could use them with diatomaceous earth or silica which is filtered by them.
