what's the best way to approach comparing old NEB buffers vs new NEB buffers? 
The old and new buffers are identical, with the exception of two things:
1. BSA is already present in the new buffers
2. There is no DTT in the new buffers
Neither of these should change much, except for the convenience of not having to sometimes add BSA to your reactions.

I still need to compare them (my P.I.) wants me to make a comparison list. I am not sure which approach to take
If there would have been changes of other ingredients or characteristics you should have compared the ingredient list of each buffer pair, but since this are the only changes your comparison can be quite short...anyway why should they change buffers with regard of other ingredients such as buffer substances, pH or whatever if the enzymes still are the same? You should have and idea about the effects of BSA and DTT in the buffers and perhaps pros and cons of adding them or not.
