PBS and blocking buffer for ELISA applications - (Nov/10/2009 )

Could anyone please tell me a PBS recipe suitable for use in ELISA applications, and also of a blocking buffer recipe/protocol using either BSA or dried milk.

Edit: I use Sigma's packets of PBS, they work just fine
