why lack recombination in male Drosophila melanogaster - a question not anwsered in classic genetic books (Sep/21/2009 )

Recently, I rethinked a question you may find very banal but I was not able to find any more information in classic genetic books or literature:
as is known, when performing fuitfly genetic crosses three tools are utilized including (1)balencers (2) phenotypic markers and (3) non-recombination in male fruitflies, so,
1) does anyone know the reasons of lack or low recombination frequency in crossing over in Drosophila males?
2) the detailed molecular basis of the suppression of male meiotic recombination or absence of any gene expressed in female meiotic recombination?
