What does "Under Editorial Consideration" mean? - (Jun/26/2012 )

Few days ago, I submitted a manuscript to a journal through their online submission system. Now the tracking system shows the following:


Under Editorial Consideration - Check Status
The manuscript below has entered the review process.


Does this mean that they have already sent it out to the reviewers? Or it just means that an editor is evaluating it?

I think the online submission system is very similar to other journals, so I thought someone might help me to understad this.

before being sent to te reviewers an editor usually has a quick look at your paper - to see if you meet all the criteria of the journal (e.g. quality, format, scientific novelty, language etc). this is editorial consideration.
the second sentence means that you have passed this initial check and that your ms has (or will be) sent to the reviewers.

Thanks for the explanation.
What made me confused is that those to sentences appear to be together. The first one is sort of like the title of the page and the second one is right below it.
