there are oligo synthesizing companies that would can make such oligos, (I just checked Invitrogen where I get all my oligos and they don't have any) you should google a company.

I would make both strands and then mix them together to get your DNA.

I am not aware of an enzyme that could perform a strand specific methylation that would have to be dependent on your sequence as well.
