When we say Anti-CD3 Ab, does it always mean AntiCD3e(mouse or humans)?
Anti-CD3 means that the antibody is raised against CD3. It may or may not be a pan-CD3 antibody, and it may or may not have specificity for specific CD3 transcripts, and it may or may not work with CD3 from species other than the one it was raised against. You'll want to look up the specific antibody you have from the manufacturer and see what it was raised against. If you can find out the sequence that it's specific for, then you can search (in ensembl or something similar) for the sequence of CD3e in mouse or human and see how high the homology is between the target sequence and the alignment of your protein of interest.

The epsilon chain of anti-CD3 is mitogenic as opposed to other four chains. Therefore addition of anti-CD3e will induce cellular proliferation in vitro. However, in vivo administration of the same will cause cytokine storm and delete specific T cells.
I think the human counter part of anti-CD3 is called as anti-OKT3.
